Medicaid for Undocumented New Yorkers Age 65 and Older

If you are eligible and already have Emergency Medicaid, you should receive a notice in the mail from NY State of Health with additional instructions on how to choose a Medicaid Managed Care plan. If you are eligible but do not have Emergency Medicaid, NYC Health Department enrollers can help you apply for Medicaid.

Enroll or Renew Your Health Insurance

Medicaid, Child Health Plus and the Essential Plan are available for enrollment year-round. If you are currently enrolled in these programs, you will need to renew your coverage every 12 months.

For Qualified Health Plans, you may only enroll during the Open Enrollment Period (beginning November 1 for coverage starting January 1) or during a Special Enrollment Period if you recently had a change in your family circumstances, income, or health insurance.

Essential Plan Expands to Cover More New Yorkers

Starting April 1, 2024, the Essential Plan, a public health insurance program offered through the NY State of Health, will be expanded to New Yorkers with incomes up to 250 percent of the Federal Poverty Level, which is $37,650 for an individual. There is no monthly premium for the Essential Plan.

New Health Insurance Coverage Options for DACA Recipients

Starting August 1, 2024, Deferred Action for Childhood Arrivals (DACA) recipients will be eligible for the Essential Plan. The Essential Plan covers doctor’s visits, hospital care, screenings, prescription medicine, dental and vision benefits, and more with no monthly premium.

Expanded Eligibility for Financial Assistance

More New Yorkers now qualify to receive financial assistance to lower the cost of premiums. This assistance applies to current and new enrollees.

New Yorkers who do not qualify for Medicaid, Child Health Plus or the Essential Plan with incomes above $37,650 for individuals or $78,000 for a family of four can qualify to receive financial assistance to lower the cost of premiums.
